Silver can tarnish and develop a brown/blackish surface as it oxidises, due to a reaction with certain chemicals in the air. This is easily removed with the use of silver dip (available from good hardware shops) and a bit of elbow work.
Simply dip a soft toothbrush into the silver dip and gently work around the silver and the stones. Rinse thoroughly, and polish off with kitchen towel or a silver cloth.
